The Ministry of Public Security supports the entry and exit policy measures of national free trade zones and comprehensive innovation and reform demonstration zones
Foreign outstanding international students who have obtained a bachelor's degree or above from key universities in China and engage in innovation and entrepreneurship activities in China after graduation can apply for a residence permit valid for 2 to 5 years from the exit and entry management department of the public security organs with their university graduation certificate and proof of innovation and entrepreneurship. During this period, those hired by relevant units may apply for work type residence permits in accordance with regulations. The following are the implementation time and scope for each region:
Since May 2016: Shanghai Science and Technology Innovation Center, Fujian Free Trade Zone, Beijing Zhongguancun National Independent Innovation Demonstration Zone, Guangdong Free Trade Zone
Since March 2017: Tianjin, Liaoning, Zhejiang, Henan, Hubei, Chongqing, Sichuan, Shaanxi Free Trade Zones, Beijing Tianjin Hebei and Anhui, Guangdong, Sichuan provinces, as well as Shenyang, Wuhan, Xi'an comprehensive innovation and reform demonstration zones
Since October 2017: Fujian Free Trade Zone, Pearl River Delta, Sunan, Hangzhou National Independent Innovation Demonstration Zone, Changchun New Area and other regions.
Since July 2019: Promote the entry and exit facilitation policy of free trade pilot zones nationwide.
